The ECO4 Scheme - Your Way To A 100% Funded Installation

The Energy Company Obligation 4 (ECO4) represents the most comprehensive support available for eligible households. The Boiler Upgrade Scheme

The Boiler Upgrade Scheme currently offers a fixed grant of £7,500 toward the cost of an air source heat pump installation in England and Wales. For rural areas, this is increased to £9,000. Running until March 2028, the scheme applies to property owners who are homeowners or small business owners. The BUS grant is directly applied to your installation cost, greatly reducing the actual out-of-pocket cost to you.

Confirmation of £295 million for the 2025/2026 financial year, with over-allocation provisions extending to £280 million, means the Boiler Upgrade Scheme is well-funded through at least 2028. This extended timeline gives you certainty when planning for your heating upgrade.

Eligibility for BUS

Unlike ECO4, the Boiler Upgrade Scheme does not have any income limits. You are eligible if:

  • You own the property you are upgrading
  • Have a valid Energy Performance Certificate
  • You are replacing an existing fossil fuel heating system – which can include gas, oil, LPG, and electric. 

In October 2024, Ofgem relaxed eligibility criteria, which opened this scheme to include more homeowners. Note that your property cannot have already been funded by any government scheme to install a heat pump or biomass boiler.

Home Energy Scotland Grant and Loan Scheme

Scottish homeowners have one of the most generous heating upgrading schemes in the UK. The Home Energy Scotland Grant and Loan Scheme provides grant funding of up to £7,500 for the installation of air source heat pumps, plus a possible further £7,500 as an interest-free loan.

Warm Homes (England)

Launched in April 2025, this new scheme offers up to £30,000 per household through local authorities in low-income properties with EPC ratings D-G. The funding covers both energy efficiency measures and low-carbon heating installations, including air source heat pumps.

NEST Scheme (Wales) - Free Advice and Heating Improvements

NEST differs from other schemes in that it offers comprehensive, free advice as well as potential funding. Advisors support you in understanding how to minimize energy bills and maximize available income, while reducing your carbon footprint. For eligible households, free heating improvements including boiler replacement and air source heat pump installation may be available.

You are eligible for NEST support if you live in Wales and meet at least one of the following conditions: someone in your household receives means-tested benefits, your household has a member with a chronic health condition on low income, your home has an Energy Performance Certificate rating of D or lower, or your home contains vulnerable residents who are also affected by housing issues such as damp or mould.

NISEP Energy Support Program

NISEP - Northern Ireland's Comprehensive Energy Support

The NI Sustainable Energy Programme (NISEP) offers different heating upgrade pathways, a number of which are designated to offer significant funding for heat pumps. The NISEP Green Heat Scheme funds the full installation of an air source heat pump for eligible Northern Ireland homeowners.

The Green Heat Scheme covers 100% of air source heat pump installation costs for qualifying households. You’re eligible if you’re a Northern Ireland homeowner whose annual household income is below £28,000 (single income threshold) or £35,000 (total household income), and your property currently uses solid fuel heating, has no central heating, or has an old or broken oil/LPG system that is older than 15 years.

Warmer Homes Scotland

This initiative offers comprehensive whole-house improvements rather than isolated heat pump installation; delivered through a fully managed end-to-end service.

Rather than isolated upgrades, Warmer Homes Scotland assesses your entire property and recommends a comprehensive package of improvements. Air source heat pumps are increasingly central to these recommendations, particularly in the scheme’s second phase-which was launched in October 2023 and emphasizes zero-emission heating systems. Installation is managed by Warmworks Scotland, ensuring consistent quality and professional delivery across all properties.

Your household qualifies if someone in it is over 75 and the house does not have central heating, someone is terminally ill with appropriate medical certification or someone is receiving means-tested benefits. Specific criteria about your home must also be satisfied, for example, council tax band A-F, poor energy rating (usually below 64), maximum floor area of 230 square metres, and meeting the tolerable living standard.

For air-to-air heat pumps, the grant can pay for most or all of the installation cost, with some installations available from as little as £500. Air-to-water systems, which also provide hot water, typically cost £15,000 to £20,000, so you’d still be facing £7,500 to £12,500 after the grant.

Ground source heat pumps, though efficient and with a long life span, are much more expensive at £25,000-£50,000, demanding significant costs even after deduction of grants.

Why Do I Need An Air Source Heat Pump?

The 0% VAT Advantage on Your Heat Pump Installation

An often overlooked benefit of an air-source heat pump installation is the zero percent VAT rate currently available on renewable energy installations. This is a temporary government incentive from April 2022 to March 2027 that could save homeowners a substantial amount on their heating upgrade.

All air source heat pump installations in residential properties qualify for zero-rated VAT. This is not confined to the heat pump unit itself, with the associated heating system components qualifying. When you’re installing an air source heat pump with radiator upgrades or underfloor heating, these complementary systems are covered by the 0% VAT if the installation takes place at the same time. Other components that may be included are heating controls, draught-proofing material, and insulation.

On a typical air source heat pump installation costing £8,000-£12,000, zero VAT saves £1,600-£2,400 compared to standard rates. Coupled with your grant funding, £7,500 from BUS or full coverage from ECO4, these VAT savings will make a huge difference to your final costs.

Properties That Are Not Eligible

New Build Properties
Properties that have never had a heating system installed are not eligible.
Self-Build Exception
Self-built properties are eligible, providing you can prove you, the first owner, substantially built the property using your resources or labour. Evidence of at least £20,000 in structural materials or labour costs is needed.
Hybrid Systems
Heat pump systems combined with fossil fuel boilers (hybrid systems) do not qualify. Your new system must be able to heat the entire property independently.
Solar Thermal Systems
Solar thermal water heating systems are not eligible; however, solar PV panels may be accessible under ECO4.
Multiple Public Funding
